International Livestock Research Institute (ILRI) seeks to recruit a consultant undertake a situational analysis of the agriculture sector in Kenya in relation to climate change and implementation progress of the current country’s NDC.

ILRI works to improve food security and nutrition and reduce poverty in developing countries through research for efficient, safe, and sustainable use of livestock. It is the only one of 11 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Scope Of Work

In close liaison and coordination with Climate Change Unit of the MOALD and the Steering Committee of the MSP, the consultant will conduct a situation analysis on agri-food systems transformation for climate adaptation and mitigation in Kenya. This should provide an understanding of gaps and opportunities for food systems transformation toward climate resilience and low emissions, identifying practices, strategies, and policy frameworks available to support agriculture and food systems transformation for climate action (adaptation and mitigation) for 2031 going into 2035.

Specific tasks:  

1: Conduct an implementation gap assessment of the existing CSA strategy and the NCCAP and NAP that were the basis of the implementation of the Kenya NDC 2020, and identify key measures to be taken into the new NDC

2. Conduct opportunity mapping: Review emerging pathways/actions/strategies and practices on food systems transformation in Kenya for integration in the new NDC. This should entail a stocktaking exercise profiling existing studies and tools on low emission and climate resilient options within the food systems and recommend potential measures for integration in the new NDC.

3: Work with stakeholders to identify policy measures for inclusion in the new NDC, which should be followed by a review and assessment of national policies that support identified measures. This will entail a review of selected policies and any other pertinent policy documents to identify existing pathways for development of low emissions and climate resilient food systems.

4:  Stakeholder engagements and consultations to identify and validate measures. This will entail working with identified CSA-MSP thematic working groups to guide the exercise, while the entire multi-stakeholder working group will validate the output.

5. Present the findings for validation at a validation workshop.

Methodology

a) Review the status of CSA-NDC implementation in the agriculture sector in Kenya through the food systems lens considering crop, livestock, fisheries and land use sectors, identifying progress, trends, impacts, gaps, opportunities, measures, enablers, means of implementation, M&E/MRV, etc.

(ii)Identification of measures will potentially follow the below process

  • Compile a list of ongoing activities, initiatives and projects in Kenya that contribute to low emissions food systems.
  • Work with stakeholders to identify promising measures.
  • Analyze the identified against potential low emissions food systems pathways to identify gaps and opportunities.
  1. Stakeholder engagement: This work will entail working with several task teams from the CSA MSP. This will include conducting key informant interviews to collect additional information as needed; Prepare a draft report of the gaps and opportunities for review by government experts and stakeholders, working with stakeholders to identify measures, and their validation once analysis is done.
  2. Report development: Present the draft report with agreed measures, and collect feedback during a multi-stakeholder workshop; Incorporate the feedback and finalize the report

Final Products

  • Inception Report, including a description of the proposed methodology
  • A Draft Situational Analysis Report with gaps and opportunities for low emissions food systems development in Kenya.
  • A list of agri-food systems adaptation and mitigation measures for integration in the Kenya NDC.
  • Final Situational Analysis Report after incorporating comments from the CCU/MOALD and stakeholders

Consultancy Fee:  By mutual agreement based on agreed milestones and deliverables.

Essential skills and qualifications

The selected Consultant should possess.

  • A Master’s or PhD in policy analysis, agricultural economics, environmental science or related topics
  • At least 7 years of professional experience working in the agriculture sector and climate change policy space in Kenya
  • Excellent analytical and writing skills
  • Ability to work independently
